Policy
Framework
In order to strengthen the link in the budgeting and planning process, the National Economic and Development Authority (NEDA) and the Department of Budget and Management (DBM) released the Joint Memorandum Circular No. 2015-01 in July 2015, establishing the National Evaluation Policy Framework (NEPF).

This was aimed at governing the practice of evaluation of programs and projects receiving budgetary support from the government.
​
An accompanying set of guidelines has been developed to translate the NEPF into action. The NEPF Guidelines concisely presents the roles, bases, processes, and methods for implementing evaluation across the entire public service.
