As per AFMA IRR Chapter 2, Rule 13.2, the Planning and Monitoring Service (PMS) shall develop, process, analyze and consolidate the Agriculture and Fisheries Modernization Plan (AFMP).  The PMS shall collaborate with the Finance and Management Service (FMS) to ensure adequate and timely budget support for the AFMP.  The PMS and Policy Analysis Service (renamed as Policy Research Service), in collaboration with the other offices in the Department shall provide principal staff support to the Secretary in the preparation of the AFMP, and its presentation to the NAF Council and all other concerned bodies.  

AFMP, however, was renamed as National Agriculture and Fisheries Modernization and Industrialization Plan (NAFMIP), as per instruction of Secretary Dar.
